Why Opposition Matters
Democratic backsliding rarely begins with a coup. It begins when opposition parties are too weak, too fragmented, or too poorly resourced to hold governments accountable. Across 105 countries, our Opposition Performance Index shows a consistent pattern: oppositions have more political space than the organisational capacity to use it.
Investing in opposition capacity is one of the highest-leverage interventions available in democracy support — yet it remains chronically underfunded relative to elections, civil society, and judicial independence programs.
