A composite measure of how effectively democratic opposition operates across institutional, organisational, and electoral dimensions.
What the OPI measures
The Opposition Performance Index scores countries from 0 to 10 across four weighted factors drawn from V-DEM v16 indicators (2018–2025). It captures not only whether opposition exists, but whether it has the capacity, organisation, environment, and electoral pathways to function as a meaningful democratic counterweight.

OPI scores are computed as a weighted composite of the four factors, each rescaled to a common 0–10 range. Underlying indicators are drawn from V-DEM v16 (Varieties of Democracy), with country-year observations averaged across 2018–2025 to capture recent democratic trajectories.
