These valuable lessons learned still do not quite address the vulnerability in every EMB – a powerful politician who wants a last- minute exception and can and will break the career of anyone who defies the order. Electoral corruption thrives on “just this one time” exceptions. My view is official International Election Observers avoid addressing such incidents. Nothing to be gained and lots to lose, including the reputation for causing trouble, which can get you thrown of the observation gravy train. The groups who will raise a stink and fight are domestic observer CSOs and, most importantly, political party scrutineers in places where they are allowed. The latter can also provide testimony should a lawsuit arise. There’s a lot of talk about mediation and arbitration of disputed election results. Not sure any of it works. The stakes are too high. Take the case to court and get the facts public. Chances of success are low, but every official and recorded court case helps to build the indictment of those responsible for election fraud, by commission or omission.
