The democracy promotion work that DWB is interesting and valuable yet has a slant towards regional (EU) and global democracy (UN) bodies. The challenge remains that authoritarian governments participate in extra-national forums to divert attention away from their domestic exploitation of the democratic institutions.

The most serious question arising is to whom would a United Nations Rapporteur for Democracy ultimately report. If he or she reported to the democratic nations, the effect would be positive. If he or she is going to just be wrapped up in pretzel-like evasions as to the true state of democracy in many countries, then what’s the use?
