It is hard enough to win an election as the Opposition. Why do donors make it even harder by funding autocratic governments whose first spending priority is crushing their rivals. The incumbency bias of donors even when the recipients are autocratic is shown by these numbers, if you take the time to sift through the numbers. Good work OECD! Excellent data-driven analysis.
